The Fisher thinks that defeating a Drak leader in a duel will weaken your foes. To challenge one of their commanders, you will have to prove yourself first.

Defeat 25 Drak to gain the attention of their leaders.

You can find Drak anywhere in the heart of the Veilwater Basin, or further out west. They've only found above the Shroud. A convenient place is marked on the map.
